The 21st Summit of the Association of South East Asian Nations (ASEAN) was held in Phnom Penh, Cambodia on November 18, 2012. At the same venue, on November 19 and 20, the 10th ASEAN-India Summit and the 7fh East Asia Summit were also held.

The 21st ASEAN Summit was attended by the heads of state of the ASEAN nations. They discussed the progress of the implementation of ASEAN Charter and road map for an ASEAN community. The Phnom Penh Statement on the Adoption of ASEAN Human Rights Declaration was signed. A Leaders’ Statement on the establishment of an ASEAN Regional Mine Action Centre (ARMAC) was also issued at the Summit. Mr. Le Luong Minh, the candidate from the Socialist Republic of Vietnam, was appointed the new Secretary-General of ASEAN for a five-year term.

At the 10th ASEAN-India Summit held at the same venue, Prime Minister Dr. Manmohan Singh held talks with the ASEAN heads of state. Discussions were held on identifying the future course of action on the ASEAN-India relations. A meeting between the heads of space agencies was also held, along with various other Ministerial-level meetings in tourism, environment, agriculture, and new and renewable energy. Dr. Singh also apprised the ASEAN leadership of India’s decision to send its training ship “Sudarshini” on an expedition to the ASEAN countries. Decisions were also made on implementing the Plan of Acdon and the ASEAN-India Partnership for Progress, Peace and Shared Prosperity (2010-15).

At the 7th East Asia Summit, apart from the 10-member ASEAN, eight different countries namely Australia, China, India, Japan, New Zealand, Republic of Korea, Russia and US also registered their participation. They held discussions on a variety of issues to seek mutual cooperation for growth to decide the future direction of the member nations. The priority areas earmarked in the summit were : environment & energy, education, finance, global health issues and pandemic diseases, natural disaster mitigation, and ASEAN connectivity.
